
The Welfare Rift: Why FIFA and the Global Players’ Union Are at War
The issue of player welfare is at a critical breaking point in world football, highlighted by the grueling schedule expansion and the serious physical toll it takes on athletes. This tension escalated dramatically recently as FIFA, the global governing body, was accused by the World Players’ Union, FIFPRO, of deliberately undermining efforts to address the crisis by engaging with “fake” or unrecognised unions.

Following a weekend meeting in Rabat, Morocco, where FIFA announced a series of new welfare measures, FIFPRO—which represents 66,000 players globally—confirmed it was not invited. This lack of engagement suggests a significant and worrying rift, with FIFPRO accusing FIFA of creating “FIFA-friendly organisations for consultation processes rather than engaging with the recognised football representative bodies.”
The “Fake Union” Allegations
FIFPRO’s core concern is a “concerning pattern” of FIFA avoiding established representative bodies, a strategy FIFPRO claims is also being used with agents and fans. Instead of working with the elected voices of players, FIFA opted to hold its welfare meeting with representatives from 30 national player unions and members of its own internal advisory group, the Players’ Voice Panel.
This tactic drew immediate fire from established groups. The chief executive of the Professional Footballers’ Association (PFA), which represents players in England and Wales, openly criticized the governing body. He stated it was “sad news” when an authority chooses to select who they “would like to sit at the table with” rather than engaging with the people elected by the players themselves. He insisted that FIFA is avoiding the recognized unions and opting instead to talk to “new people.”

The Packed Calendar Crisis
The tension over consultation methods is magnified by the existing legal battle between FIFPRO and FIFA regarding the expanding football calendar. FIFPRO is currently pursuing legal action, arguing that the increasing number of games is posing a serious risk to players’ long-term health. The concern is palpable among athletes; last year, Manchester City midfielder Rodri voiced widespread frustration, warning that players were close to considering a strike due to the unsustainable fixture load.

The recent expansion of the Club World Cup from seven to 32 teams, a decision pushed by FIFA, is seen by critics as further evidence that the governing body prioritizes commercial revenue over athlete well-being. The July welfare meeting, which FIFPRO also missed, took place on the eve of the Club World Cup final, adding a layer of irony to the scheduling debate.
FIFA’s Defence and New Measures
FIFA has firmly pushed back against the accusations, maintaining that its doors are open for “respectful dialogue” with all those “genuinely interested in progress.” They claim that FIFPRO’s “attacks” and “theatrical denunciations,” coupled with concerns over the union’s statutes and financial reporting, have made constructive involvement difficult. FIFA asserts that the July meeting only went ahead after “protracted periods of unsuccessful efforts to bring FIFPRO to the table.”
Despite the controversy, FIFA announced several new initiatives in Rabat, including the creation of a Professional Players Consultation Forum and support for concrete measures to improve player rest. These measures include having at least 72 hours of rest between matches and a minimum of 21 days of rest between seasons. FIFA President Gianni Infantino reiterated the organization’s commitment to enhancing player welfare, emphasizing that this is a “real movement for the players.” FIFA also announced the relaunch of a player welfare fund, a move FIFPRO dismissed, noting they established a similar fund with FIFA which the governing body unilaterally scrapped in 2022.
